Choosing Between PMR446 and Licensed Business Radio

Selecting the right radio system ultimately comes down to range, reliability, privacy, and budget.

PMR446 radios offer a simple, entry‑level solution, while licensed business radios deliver the performance required for demanding, professional environments.

Understanding the differences will help you invest in the right system from day one.

PMR446 (Licence‑Free Radios)

Licensing: No licence required. PMR446 units can be purchased and used immediately anywhere in the UK/EU.

Power & Range: Limited to 0.5 watts, which restricts real‑world range to around 1–2 km depending on buildings, terrain, and interference. Ideal for compact sites only.

Privacy: PMR446 operates on public, shared frequencies. Other users in the area — including hobbyists, children, or nearby businesses — may be on the same channels. Conversations are not secure.

Channels: Typically 16 fixed channels with no custom programming. Limited flexibility for growth or complex operations.

Best suited for: Small retail units, cafés, hospitality teams, small events, leisure activities, and any environment where short‑range, low‑risk communication is sufficient.

Additional considerations:

  • Radios are generally cheaper but not designed for heavy industrial use.
  • Battery life and durability vary widely between consumer-grade models.

Licensed Business Radios (Professional Systems)

Licensing: Requires an Ofcom Business Radio Licence, giving your organisation access to exclusive or managed frequencies. This dramatically reduces interference and improves reliability.

Power & Range: Handheld radios typically operate at 4–5 watts, with base stations capable of more. This provides:

  • Stronger building penetration
  • Clearer audio over long distances
  • Coverage suitable for large or complex sites

Privacy & Security: Licensed systems support encryption, private channels, and interference‑free operation — essential for safety‑critical or confidential communication.

Technology & Features: Professional radios can include:

  • Digital Mobile Radio (DMR) for crystal‑clear audio
  • Lone‑worker and emergency alert functions
  • GPS/location tracking
  • Remote disable/kill features for lost devices
  • Integration with repeaters for site‑wide or multi‑site coverage

Best suited for: Construction sites, warehouses, logistics operations, security teams, multi‑storey buildings, large events, manufacturing plants, and any environment where communication is mission‑critical.

Additional considerations:

  • Hardware is more robust, often IP-rated for dust/water resistance.
  • Systems can scale with your organisation — from a single site to nationwide coverage.

Licensing Options (Ofcom)

If you’re exploring licensed radios, Ofcom offers several licence types depending on your operational footprint:

  • Simple UK Licence – Shared frequencies usable anywhere in the UK.
  • Simple Site Licence – Ideal for a single building or defined premises.
  • Area Defined Licence – Exclusive frequencies within a specific geographic area.

For very small teams or early-stage operations, Ofcom’s licence‑exempt PMR446 guidance may be enough. For anything beyond that, a business licence is usually the smarter long‑term investment.

In summary, cheaper PMR446 radios are a great solution for small sites, home use, camping and other, less serious uses. Please remember that as they are limited to a maximum 0.5w transmission power, the distance they can be used is very limited, greatly reduced when used indoors.

For serious business use, licensed business radios are the best solution. Up to 10 times the power of PMR446, their working distance is dramatically higher, making them ideal for larger open spaces/events, indoors, construction, warehouses etc.
